Bailey Sounds Alarm on Advanced AI Threats to Global Financial Stability
Bank of England Governor Andrew Bailey has warned that advanced AI technology poses a significant threat to global financial stability. In a letter to international finance ministers and central bank governors, Bailey stated that 'frontier' AI models are showing increasingly sophisticated autonomy and problem-solving abilities, as well as threat capabilities.
The models risk destabilizing the highly interconnected global financial system through cyber-disruption that can spread across jurisdictions, Bailey said. He noted that many jurisdictions lack protocols to manage the development, release, and deployment of advanced frontier AI models, heightening risks for the financial sector and beyond.
Bailey's letter adds to growing concerns about AI, which have been echoed by prominent technologists in recent weeks. A group of 1,367 researchers and engineers at frontier AI labs last month signed a letter warning that there is a real risk that capability development rapidly accelerates beyond their ability to understand or control the resulting systems.
Bailey's concerns also extend to high valuations in the AI markets, which he said are combining with increased use of leverage in bond and equity markets to amplify potential vulnerabilities. He called on those tasked with safeguarding the world's financial systems to prioritize 'appropriate steps to support safe and responsible model release and deployment on a global basis.'
The letter highlights the need for international cooperation to address growing AI threats, with Bailey stating that no country can seal itself off from the cross-border nature of systems prevalent today.
