Bailey Warns G20 on Frontier AI Threat to Global Financial System
Andrew Bailey, governor of the Bank of England and chair of the Financial Stability Board, has warned G20 finance ministers and central bank governors about the growing threat of frontier AI models to the global financial system. In a letter dated August 28, released publicly on August 31, Bailey highlighted the risk of advanced AI finding and exploiting cybersecurity weaknesses faster than defenders can patch them.
The core concern is that this creates an asymmetry that could ripple across the entire financial infrastructure, with AI-driven cyberattacks posing the most immediate risk. Bailey's letter builds on the FSB's July 2026 Financial Stability Report, which flagged increased cyber risks stemming from AI advancements.
Bailey also emphasized concentration risk, as the global financial system becomes increasingly dependent on a small number of powerful technology providers. Disruption to any one of these providers could undermine market confidence broadly, and Bailey calls for international coordination and aligned approaches to AI model testing and release protocols.
The timing of Bailey's warning is notable, given ongoing geopolitical tensions and existing market fragilities in sovereign debt and private credit markets. The letter also raises concerns about the interaction between inflated AI valuations and the possibility of market corrections, suggesting that the concentration of capital in AI-related assets creates correlated risk.
