U.S. Treasury Secretary Scott Bessent has deployed a three-pronged approach to stabilize U.S. Treasuries, sparking market speculation about his motives and effectiveness. Over the past week, he spearheaded joint intervention in the Japanese yen with Japan's finance ministry, marking the first time since 1998 that the two countries have intervened together.

Bessent also hinted at reducing long-term bond issuance in the quarterly refinancing statement, shifting the wording from 'potential future increases' to 'potential future changes.'

Furthermore, he publicly defended Federal Reserve Chairman Kevin Warsh's communication strategy, describing it as a 'detoxification' aimed at weaning financial markets off excessive reliance on forward guidance.

The true motivations behind Bessent's actions are complex and multifaceted. Japan is the largest foreign holder of U.S. Treasury securities, with holdings exceeding $1.1 trillion. If Japan were compelled to sell off its U.S. Treasuries to finance intervention, it would directly push up already elevated long-term U.S. interest rates.

However, analysts generally view Bessent's measures as limited in their impact. The 30-year yield remains above 5%, and the 10-year yield has not fallen significantly despite his efforts. Phoebe White, head of U.S. rates strategy at UBS Group, notes that 'the Treasury's recent steps may have only a limited impact.'
