The Bank of Japan is not as independent as the Federal Reserve, with a 9-person board that makes decisions on monetary policy. Alternatively, Bessent may be aware of plans at the GPIF, Japan's massive government pension investment manager, which held an unusual meeting on August 21. If the GPIF shifts its holdings allocation to more domestic bonds, it could lead to an inflow into the yen and drive down Japanese yields.
