BOJ Schedules July Meeting in Favorable Timing for Hawkish Board Members

The Bank of Japan's (BOJ) decision to hold its next policy meeting in July 2027 on the 21st and 22nd has raised eyebrows. The timing allows hawkish board members Naoki Tamura and Hajime Takata, who are set to leave their posts on July 23, to cast their votes before departing. This scheduling quirk preserves the BOJ's ability to deliver a rate hike before a potential reshuffle of the board, which could make future tightening harder.

The BOJ has traditionally held its July meetings toward the end of the month. However, with inflation pressures persisting, expectations are high for faster and more frequent rate hikes. Sources indicate that the central bank is likely to raise rates as soon as September and consider hiking aggressively thereafter to avoid falling behind the inflation curve.

With bond yields at multi-decade highs, some investors are pricing in the possibility of a policy rate reaching 1.75% or 2%. For this to happen, the BOJ would need to lift its current 1% policy rate three or four more times. This scenario raises stakes around next year's board reshuffle, as Prime Minister Sanae Takaichi is expected to fill two vacancies with proponents of reflationary policies.

Former BOJ official Nobuyasu Atago notes that meeting dates are typically set with various considerations in mind, including Governor Kazuo Ueda's schedule and the timing of U.S. Federal Reserve meetings. However, he speculates that the BOJ may have intentionally timed the July 2027 meeting to 'draw market speculation about an extra rate hike'.
