Burlison Unveils Trillion-Dollar Pay-For in Great American Healthcare Act
Representative Eric Burlison (MO-07) has introduced the Great American Healthcare Act, a comprehensive healthcare reform bill that includes a trillion-dollar pay-for mechanism. The proposed legislation targets a Federal Reserve payment stream projected to exceed $1 trillion over the next decade by limiting the Fed's authority to pay interest on reserve balances.
The Foundation for Government Accountability produced the projection of $1 trillion in savings, which was incorporated into the Heritage Foundation's 2026 American Opportunity Agenda. Burlison believes that this provision will help offset reforms aimed at putting patients back in control of their healthcare dollars.
The Great American Healthcare Act would allow every American to have a health savings account (HSA), raise the annual contribution limit to match 401(k) limits, and expand qualified HSA expenses. The bill also includes provisions for strengthening price transparency, improving access to prescription drugs, and creating new healthcare options.
