Canada Completes Tokenized Bond Pilot, Cautious on Broader Adoption
The Bank of Canada has completed its Project Samara pilot, issuing Canada's first tokenized bond on a distributed ledger platform. The CA$100 million three-month bond was issued to a closed investor group through the Samara Platform, built on Hyperledger Fabric. TD Bank served as joint lead manager, and RBC Investor Services provided bond reconciliation.
The experiment demonstrated operational efficiency gains, improved data integrity, and reduced counterparty and settlement risk. However, the central bank warned that broader adoption will likely be slow due to integration challenges with existing infrastructure and limited market appetite for core infrastructure changes.
Project Samara is a follow-up to the Bank of Canada's earlier Jasper project, launched in 2016 to test distributed ledgers for wholesale interbank payments. The pilot's results echo those of other central banks worldwide, which have found technical feasibility but commercial uncertainty and regulatory gaps hindering adoption.
