Canada Slaps Retaliatory Tariffs on $25B of US Goods Amid Escalating Trade War

Canada's retaliatory tariffs on US goods went into effect at midnight on September 8, escalating an 18-month-old trade war between the neighboring countries. The counter-tariffs cover $25 billion of US goods, with duties ranging from 15 percent to 50 percent across products from steel and furniture to clothing and electronics.

The dollar-for-dollar retaliation marks a significant escalation in the dispute, which has been fueled by US President Donald Trump's decision not to extend the US-Mexico-Canada (USMCA) free trade agreement for another decade. The US tariffs implemented in August hit sectors including wine, furniture, dairy products, cement, clothing, fishing rods, and hockey equipment.

Michael Harvey, executive director of the Canadian Agri-Food Trade Alliance, expressed concerns about an 'escalatory spiral' but acknowledged that Prime Minister Mark Carney needs to find areas of leverage in the negotiations. The new tariffs do not allow Ottawa to exercise USMCA exemptions, which have provided some resilience to the domestic economy.

The trade war has created uncertainty about investment and growth, with concerns about the future of the USMCA pact fueling worries about the broader economic implications. Carney said his government is ready to sign a trade deal that benefits both countries, but Trump has threatened to raise US tariffs on all cars, trucks, and automotive parts from Canada to 50 percent starting January 1.
