Canada's Economy Hinges on Investing in Post-Secondary Education
Canada's commitment to 'Building Canada Strong' through nation-building investments has largely overlooked post-secondary education, despite its significant contributions to the country's economy. According to a report by NUPGE, post-secondary institutions generated $61 billion in economic output in 2025, accounting for 2.1% of Canada's total GDP.
The sector's importance was recognized decades ago, with a 1949 Massey Commission warning about its financial sustainability. In response, federal investment in post-secondary education grew dramatically between 1955 and 1978, increasing from $1,580 per full-time student to $11,170 by 1978.
However, since then, austerity measures and chronic underfunding have left universities and colleges in a precarious position. The international students' cap has further intensified financial pressure on institutions, forcing many to lay off staff, reduce programs, or close campuses altogether.
