Canada's Stablecoin Framework to Boost CAD Digital Currency Innovation

Canada has introduced a new stablecoin framework that is set to accelerate CAD digital currency innovation. The legislation, which received Royal Assent, will be accompanied by supporting regulations expected to be published in draft form for consultation before it comes into effect in 2027.

The framework covers fiat-backed stablecoins made available to people in Canada, regardless of the currency they track. Issuers must maintain reserves equal to or greater than the value of their outstanding stablecoins and establish a published redemption policy.

Although USD stablecoins dominate the crypto market, a Canadian-dollar stablecoin could simplify value transfers between compatible services without first converting into US dollars. However, users need a compelling reason to choose it over familiar alternatives, which is a much harder problem for regulation to solve.
