Canada's Tokenized Bond Pilot Hits Regulatory Hurdles
The Bank of Canada has completed its blockchain experiment, Project Samara, which issued Canada's first tokenized bond on a distributed ledger platform. The CA$100 million bond was issued by Export Development Canada (EDC) to a closed investor group on the Samara Platform, built on Hyperledger Fabric.
According to the Bank of Canada, the experiment demonstrated operational efficiency gains and improved data integrity, but highlighted integration challenges with existing infrastructure and limited appetite among market participants for core infrastructure changes. The pilot found that while blockchain technology can reduce friction in institutional capital markets infrastructure, broader adoption will likely be slow.
The Samara Platform integrated separate bond and cash ledgers, enabling instant settlement and on-chain secondary market trading. However, the Bank of Canada acknowledged that increased system complexity and liquidity costs partially offset these benefits.
