Carney's $1 Trillion Investment Push Faces Regulatory Hurdles

Prime Minister Mark Carney is set to host the first-ever Canada Investment Summit in Toronto on September 14 and 15, aiming to attract $1 trillion in investment over five years. The event will bring together hundreds of global and domestic investors managing trillions of dollars in assets to promote investment in energy, critical minerals, defence, and other priority sectors.

The summit is a key test of the capital-focused agenda Carney set out when he took office 18 months ago. Since then, he has redirected federal policy and Ottawa's budget framework toward large-scale projects. The event will feature lists of projects from cabinet ministers, premiers, and Canadian business leaders to pitch.

Bank of Montreal has pledged to deploy up to $70 billion in new capital over 10 years in sectors it considers critical to the economy, including electricity, energy, and transportation infrastructure. Darryl White, CEO of Bank of Montreal, argued that foreign investors are drawn to projects they can join quickly and promise strong returns.

However, critics argue that a two-day showcase of project lists and bank pledges cannot reverse Canada's chronic shortfall in business investment on its own. They point to the regulatory burden as the single most important factor in investment decisions, ahead of trade uncertainty.
