ECB Announces Key Decisions on Euro Adoption, Collateral Frameworks, and Digital Euro Development

The European Central Bank (ECB) has made several significant decisions and released reports in June and July 2026, covering various aspects of monetary policy operations, collateral frameworks, banking supervision, and digital euro development.

On June 24, the ECB published its Convergence Report, assessing progress toward euro adoption in five countries: Czech Republic, Hungary, Poland, Romania, and Sweden. The report was prepared under Article 140 of the Treaty on the Functioning of the European Union.

The ECB also decided to allocate financial subsidiaries of non-financial corporate issuer groups to haircut category III by creating a dedicated issuer group category. This measure is expected to take effect in November 2026 and ensure these subsidiaries receive the same haircut treatment as their parent undertakings.
