The report keeps Europe's central bank digital currency project moving, but it does not amount to final political approval for issuance. The ECB can study, design, test, and prepare, but a final decision to issue a digital euro depends on the broader European legislative and political process.

Despite this, the report matters because the digital euro remains one of the most advanced CBDC projects in a major developed economy.

The preparation phase is where technical design, rulebooks, user experience, privacy protections, and distribution models are developed further. It's not the same as launch, but it's a meaningful step in deciding whether a launch is practical.
