ECB Takes Steps to Strengthen Euro Area Financial Stability
The European Central Bank (ECB) has made several key decisions in July 2026 as part of its efforts to strengthen the euro area's financial stability and promote economic growth.
One notable decision was the publication of the 2026 ECB Convergence Report, which assesses the progress made towards euro adoption in five countries: the Czech Republic, Hungary, Poland, Romania, and Sweden. The report has been published alongside one prepared by the European Commission and a related press release.
The ECB also approved the integration of portfolios of non-financial corporate loans into the Eurosystem general collateral framework, which will take effect from November 2027 at the earliest. This decision marks the final step in phasing out temporary collateral measures that allowed banks to post a broader range of NFC credit claims as collateral.
The Governing Council also decided to allocate financial subsidiaries of non-financial corporate issuers to haircut category III of the Eurosystem collateral framework through the creation of a dedicated issuer group category. This change will ensure that these entities are subject to the same haircut treatment as their parent undertaking and will become eligible debtors for credit claims used as collateral in Eurosystem credit operations.
