At its recent press conference, the Federal Reserve's new Chair, Kevin Warsh, made a striking departure from precedent. He seemed to signal that he wants financial markets to drive interest rate decisions, rather than providing clear guidance on his own policy.

This approach has left market participants bewildered and concerned, as yields on 30-year US bonds rose by 11 basis points to 5.2 percent, their highest level in nineteen years since the 2007-08 financial crisis.

The backdrop to this situation is that the Fed has failed to achieve its two percent inflation target over the past five years, putting a dent in its long-term credibility to manage inflation expectations. Warsh's inability to communicate a clear monetary policy strategy further erodes this credibility.
