Fed Seeks Comments on Proposal to Update Mutual Bank Regulations

The Federal Reserve has proposed updating rules for mutual banking organizations to increase their flexibility in raising capital. The proposal, which was approved unanimously by the Fed's board of governors, would modernize regulations that have remained largely unchanged since 1993.

According to a press release from the Federal Reserve, the updated rules would clarify which instruments count as regulatory capital and reduce procedural burdens for mutual banks. This move is seen as a way to give these banks more flexibility in raising funds and adapting to changing market conditions.

Federal Reserve Board Vice Chair for Supervision Michelle W. Bowman said that the proposal 'marks another step in the Fed's work to modernize the bank regulatory framework' and would allow mutual banks to continue growing and serving their communities while preserving their unique depositor-owned structure.

However, Federal Reserve Board Governor Michael S. Barr expressed some reservations about the proposal, stating that he reserves judgment on the final rule until sufficient safeguards are in place to prevent potential conflicts of interest and ensure accountability for both dividend waivers and conversions.
