FIFA Imposes Lifetime Bans on Two Federation Presidents Over Financial Misconduct

FIFA has imposed lifetime bans on two former football federation presidents over financial misconduct. Vincent Cassell, former president of the Montserrat Football Association, was sanctioned for abuse of position, systemic conflicts of interest, and misuse of FIFA and federation funds.

Cassell was also fined one million Swiss francs, while his colleague Tandica Hughes, general secretary of the Montserrat FA, received a 15-year ban and a 150,000 Swiss franc fine for similar offenses.

The former president of the Maldives Football Association, Bassam Adeel Jaleel, was banned for misusing FIFA's COVID-19 Relief Plan funds for personal gain. He was fined one million Swiss francs and sentenced to 23 years in prison for embezzling $1.2m intended for local football clubs.

Cassell had previously been sanctioned in 2011 over a Caribbean election bribery scandal but continued running Montserrat football until FIFA installed an emergency management team in February 2026.
