Japan Taps Blockchain for Real-Time Stock and Bond Settlement
Japan is taking steps to modernize its financial markets by exploring the use of blockchain technology for real-time settlement of stocks and bonds. A pilot program, which will be launched this summer, aims to enable instantaneous transactions, reducing counterparty risk and improving market efficiency.
The initiative involves Japan's Financial Services Agency, the Ministry of Finance, the Bank of Japan, and major financial institutions. The study group, formed this summer, will examine technical, legal, and operational challenges before drawing up a development plan in early 2024. If successful, operations could begin within the next few years, with a broader system expected to become operational in the early 2030s.
Real-time settlement is critical for reducing systemic risk, lowering costs, and improving liquidity. It could also enable new financial products and services, such as instant securities lending or collateral management. However, challenges remain, including scalability, cybersecurity, interoperability with legacy systems, and legal clarity around digital assets.
