Japan Tests Blockchain for Real-Time Government Bond Collateral Transfer
Japan's financial regulator has been backing efforts to test whether Japanese government bond collateral can be transferred in real-time using blockchain technology. A proof-of-concept (PoC) is being conducted by Japan Exchange Group, Japan Securities Clearing Corporation, Mizuho Financial Group, Nomura Holdings, and Digital Asset.
The trial aims to determine if the transfer of rights and updates to book-entry records can work through a layered account-management structure while blockchain records sit beside existing infrastructure. The test focuses on JGBs whose rights are transferred under the Act on Book-Entry Transfer of Corporate Bonds and Shares.
JPMorgan's involvement is also notable, as its Kinexys unit has demonstrated the potential for blockchain-based settlement in repo transactions, which could lead to faster collateral release and reuse. The project targets 24/7 real-time collateral transactions, including cross-border use cases involving clearing houses, institutional investors, clients, and agents.
The Ministry of Finance reported outstanding government bonds of 1,207.2 trillion yen as of March 31, 2026, emphasizing the importance of respecting existing market structures and rules in implementing blockchain technology. The JSCC trial is significant because it starts with legal status and collateral workflows instead of trying to rebuild the market from scratch.
