Japan's Logistics Market Set for ¥25 Trillion in 2025 Amid Regulatory Changes
Japan's logistics market is expected to reach ¥25.36 trillion in 2025, according to Yano Research Institute. This represents a 2.3% growth from the previous year and is equivalent to 102.3% of the prior fiscal year's level. The market size has already reached ¥24.794 trillion in 2024, up 5.7% from the previous year.
The main drivers of growth in 2024 were international logistics businesses, including ocean shipping, forwarding, and third-party logistics (3PL). Maritime freight rates rose as shipping lines rerouted vessels around the Suez Canal amid worsening conditions in the Red Sea, while the yen's continued weakness also lifted the market value.
For 2025, Yano expects some internationally exposed segments to decline from the previous year due to a pullback following earlier rises in sea and air freight rates. However, domestic logistics areas are expected to expand, with 3PL contributing the most to market growth.
The regulatory changes introduced in April 2025, including revisions to Japan's logistics efficiency law, are likely to accelerate freight-rate normalization by requiring pricing that reflects fuel, labor, vehicle, and safety costs. This could raise logistics costs for shippers while also increasing pressure on cargo owners to improve transport efficiency through shorter loading and waiting times.
