Moldova Liberalizes Capital Transactions Amid EU Integration Push
The Moldovan parliament has approved a draft law to liberalize capital foreign exchange operations in line with European Union rules. The new legislation increases the ceiling for certain capital transactions without National Bank of Moldova (BNM) authorization from €100,000 to €250,000 by January 1, 2028.
The increased threshold will apply to transactions such as purchasing foreign financial instruments, granting loans, and opening accounts with foreign banks. The BNM's control and supervision mechanisms will remain in place, but the new rules will allow for greater flexibility in managing finances.
Elena Grumeza, State Secretary of the Ministry of Finance, emphasized that the liberalization schedule is based on an analysis of the European framework and aligns with IMF recommendations. The draft law also removes restrictions on non-resident individuals paying for hotel services in Moldova in foreign currency.
