NZ Govt Shifts Light Vehicles onto Electronic Road-User Charges
The New Zealand government plans to phase out fuel excise duty and transition light vehicles onto electronic road-user charges (RUC). Officials expect pump prices to fall, but the average petrol driver currently pays less per kilometre in road tax than under RUC. This means high-mileage operators with efficient vehicles may pay more per kilometre than they do today.
The reform aims to address the broken link between fuel burned and road used, caused by the rise of hybrid vehicles that use less fuel but still contribute to road wear. Raising fuel tax was considered, but officials priced it at a 26% increase, which is unlikely due to inflation and current petrol prices.
The shift to RUC will require businesses to track their mileage and pay for roads separately, with the cost becoming an active administrative task. The reform bill does not require GPS tracking devices, and odometer-based distance recorders remain valid.
