NZ Parties Abandon Fuel Tax Hikes, Sparking Transport Funding Crisis

Major parties in New Zealand have announced plans to abandon scheduled fuel tax increases, sparking concerns about the country's transport funding situation. Labour leader Chris Hipkins and Finance Minister Nicola Willis have both stated that they will not increase fuel taxes for the next three years.

The decision comes despite the fact that the transport system desperately needs funding to keep up with inflation and maintain current programs. Transport Minister Chris Bishop has revealed that the government's transport funding situation is 'stuffed' and that cancelling major projects would be necessary if fuel tax increases are not implemented.

A graph released by Transport Minister Chris Bishop shows the projected revenue from fuel taxes and road user charges, which assumes future increases of 12 cents per litre in 2027, then 6 cents per litre in 2028, and annual increases thereafter. Without these increases, the orange bar would be significantly lower.

The National Infrastructure Plan recommends that transport should return to being mostly user-funded, with Crown money from general taxation used for other essential services like hospitals and schools. The plan also notes that user charges have not kept up with inflation, resulting in a decline in their real value over time.
