Rabobank: Structural LTROs Could Ease Eurozone Banking Sector Funding Pressures
Rabobank analysts suggest that the European Central Bank (ECB) could deploy structural longer-term refinancing operations (LTROs) to ease funding pressure in the eurozone banking sector, according to a note released this week.
Structural LTROs would provide longer-term funding to banks at favorable rates, unlike standard LTROs which are typically used during times of stress. Rabobank argues that such operations could help alleviate funding pressures that have emerged as the ECB tightens monetary policy and reduces its balance sheet.
The eurozone banking sector has faced increased funding costs as the ECB raised interest rates and ended its net asset purchases, causing banks to rely more on market-based funding which can become expensive and volatile during periods of uncertainty. Structural LTROs could serve as a backstop, ensuring that banks have access to liquidity even if market conditions deteriorate.
Rabobank's suggestion comes amid broader discussions among policymakers about the future of the ECB's operational framework. The central bank has already signaled that it will introduce a new structural tool to address liquidity needs, but details remain unclear.
