United Texas Bank Secures National Charter, Challenges Traditional Banking
United Texas Bank (UTB) has secured a national charter from the Office of the Comptroller of the Currency (OCC), marking a significant shift for the Dallas-based institution. The bank, led by CEO Scott Beck, will now carry the same federal licensure and direct Federal Reserve wire access as major money-center banks.
UTB has processed over $120 billion in annual transactions for crypto clients over the past five years and currently clears around $10 billion a month in US dollar volume. The bank aims to challenge traditional banking infrastructure by offering full access to the US dollar for digital asset players, who often face restrictions at major banks like Bank of America or Citibank.
The bank's regulatory structure has been aligned with the federal executive branch, which Beck believes will protect clients from fragmented state-level oversight. UTB is launching a 24/7 AI-driven real-time payment network called UTB Atomic, designed to restore round-the-clock settlement infrastructure following the closures of Silvergate and Signature Bank.
The platform enables instant, off-balance-sheet clearing between institutional clients during overnight and weekend windows when traditional banks are unavailable. UTB Prism Sentinel will provide continuous compliance monitoring as payments process, meeting upcoming federal digital asset rules under the GENIUS Act and the proposed CLARITY Act.
