On July 14, Federal Reserve Chair Kevin Warsh testified before Congress and delivered a strong message on inflation. He stated that 'high inflation has been an undue burden on American households and businesses' and emphasized the Fed's commitment to restoring price stability.

However, just hours after his testimony, the Bureau of Labor Statistics released its Consumer Price Index (CPI) data for June. The report showed a 0.4% decline in the headline CPI, the largest one-month drop since April 2020.

The mixed signals from Warsh and the CPI report led to a significant shift in market expectations. Prior to the events, traders were pricing in a 42% chance of a July rate hike by the Fed's monetary policy committee. After the data release and Warsh's testimony, this probability dropped to about 16%, but later rebounded to 34% as of July 22.

Warsh has been sounding hawkish since taking office, suggesting that a rate hike will happen this year, possibly in September or October.
