Canada's Language Programs Suffer Sharp Decline Amid Visa Curbs
Canada's language programs have seen a significant decline in student numbers due to restrictive visa and immigration policies, according to a recent survey. The Languages Canada survey found that there was a 13% drop in student numbers and a 19% fall in student weeks in 2025 compared to the previous year.
The sector's direct economic contribution also fell by 1% to CAD$1.03 billion in 2025. The decline is attributed to tightened rules for international students, including study permit caps introduced in January 2024 and a lower study permit approval rate of 36% last year.
Language providers have faced difficulties with pathway programs due to a rule requiring separate study permits for students moving between two institutions. A Joint Pathway Program was launched earlier this year to address these issues.
