Cheyenne's Microsoft Annexation Petition Enters Limbo as Court Ruling Looms
A petition to reverse Cheyenne's annexation of Microsoft-owned land is being verified by the city, while a legal question over whether residents can hold a referendum on the issue heads to court.
The petition was submitted August 7 with an estimated 3,200 signatures, exceeding the required threshold of about 2,739 signatures from Cheyenne's registered voters.
Cheyenne City Council is also seeking a declaratory judgment from the district court on whether residents can use the referendum process to challenge an annexation ordinance.
The city attorney's office will ask the court to clarify how Wyoming Statute 22-23-1005 and Wyoming Statute 15-1-409 work together, which may take around 90 days to resolve.
