Google Blocks Sanctioned Countries' Developers from Global App Distribution

Google is introducing mandatory identity verification for Android app developers starting September 30, 2026. The move aims to combat fraudulent apps, which are more than 50 times as frequent in third-party sources than on Google Play, according to the company.

The verification process will apply to all distribution channels, including Google Play and third-party stores run by Samsung, Xiaomi, OPPO, vivo, Honor, Transsion, and direct APK downloads. Developers must provide a legal name, address, contact details, an identity document if required, proof of app ownership, and pay a one-time fee of $25 for a full account.

However, Google's FAQ states that developers from sanctioned countries will not need verification, but in practice, this means they will lose the ability to distribute apps internationally. The US has comprehensive embargoes on Cuba, Iran, North Korea, and Syria.
