Google's Solar Farm Contract Sparks Controversy in Arkansas

Google's massive solar farm in Arkansas is at the center of a controversy surrounding a 20-year contract between Google and Entergy. According to Entergy, Google will pay the full tab for the project, which includes an initial up-front payment of $443 million and annual payments over the life of the contract.

However, critics argue that ratepayers are already shelling out for construction costs that Google isn't responsible for, while Entergy reaps a windfall. The controversy stems from recent law changes, including the Generating Arkansas Jobs Act (GAJA), which allows power companies to charge customers upfront for new power infrastructure while under construction.

Scott Rupp, a former chairman of the Missouri Public Service Commission and current lobbyist for Google in Missouri, said that big data center projects typically don't resist paying their own way. However, he also noted that ratepayers may not see direct benefits from Google's payments to Entergy.
