IBM's Execution Shortfall: A Shift in Customer Spending Priorities

IBM's second quarter of fiscal 2026 saw a software shortfall, primarily due to a shift in customer spending from core software and infrastructure competencies to supply chain-constrained hardware and cybersecurity-focused software. CEO Arvind Krishna attributed this shortfall to 'execution' rather than a fundamental problem with the company's offerings.

Krishna explained that many clients purchase mainframe and associated software through enterprise license agreements, creating an incumbency moat for IBM and treating these deals as capital investments. However, during the end of June, client spending priorities shifted towards servers, storage, and memory purchases to secure supply-constrained infrastructure ahead of expected price increases.

Krisha stated that about one-third of the low 10s of large deals that slipped have already closed, which he views as a positive sign that this was merely deferral rather than destruction. He remains confident in IBM's business and ability to grow shareholder value despite the dynamic technology spending environment.
