ICE Agents Cited for Handling Detainee's Seizures During Arrest

A video has surfaced online showing two ICE agents restraining a man as he suffers seizures while handcuffed on the ground in Baltimore, Maryland. The incident allegedly occurred in a parking lot of Home Depot Eastern Ave and was recorded from inside another vehicle.

The video shows the man being immobilized by one agent while another agent arrives in a gray van to assist. As the detainee begins to seize up, his feet and other body parts start to tremble, and he experiences moments of unconsciousness.

Despite the detainee's condition, the agents do not provide any medical help, with one agent even waving away water offered by someone nearby.
