Mamdani Backs Bill Targeting Amazon's Subcontracting Model in Delivery Industry
New York City Mayor Zohran Mamdani has thrown his support behind legislation aimed at reshaping the city's last-mile delivery industry, a move that escalates a long-standing fight with Amazon.
The Delivery Protection Act, sponsored by Queens Council Member Tiffany Cabán, would require operators of certain last-mile warehouses and storage facilities to obtain licenses from the Department of Consumer and Worker Protection (DCWP) and comply with new safety, training, and employment requirements.
The bill also requires workers performing core warehouse and delivery services to be directly employed by the facility operator, generally barring third-party contracting for those services after a phase-in period.
Cabán argued that companies like Amazon have used subcontractors to evade responsibility and put workers' rights at risk. She welcomed Mamdani's support, saying 'it's time to pass my bill, the Delivery Protection Act, to keep workers and our streets safe.'
