Nadella stated that advanced AI systems must remain under human supervision while creators make measured progress to ensure safety. He emphasized the importance of accelerating and spreading AI benefits across countries, communities, and companies, but also stressed the need for a frontier ecosystem where both closed and open-source models can thrive.

Nadella welcomed Amodei's idea of 'embedded evaluators' and efforts to develop mechanisms for alignment. However, he warned that governance cannot be controlled by a handful of entities and must have broad representation across the ecosystem, countries, and fields, including academia.
