The issue started when Microsoft changed its policy last year to remove public libraries from their discounted pricing program. The county was initially told to renew the licenses through an authorized Microsoft reseller, but later informed that they had to come directly from Microsoft.

County officials say the shift in policy has made it difficult for them to negotiate a contract with Microsoft and find a replacement.
