A Phoenix man has been indicted on 17 felony counts of organized retail theft after allegedly stealing over $6,000 worth of tools from Valley home improvement stores. Luis Adrian Valle-Martinez is accused of targeting 17 Lowe's and Home Depot locations across metro Phoenix between September 2025 and July 2026.

Prosecutors claim that Valle-Martinez used self-checkout lanes to pay for low-cost items while taking higher-priced tools and hardware without paying. This method allowed him to conceal the thefts from store employees and security cameras.

The Maricopa County Attorney's office is working to disrupt organized retail theft operations, which can fund other crimes, according to Rachel Mitchell.
