Russia's Talent Visa Programme Attracts Thousands of Foreign Skilled Professionals
Russia has launched a new immigration route aimed at attracting foreign scientists, entrepreneurs, engineers, artists, athletes, and other highly skilled professionals. The 'talent visa' programme began accepting applications on April 15, 2026, under Presidential Decree No. 883 signed in December 2025.
The programme allows eligible applicants to seek temporary or permanent residence without the usual quota restrictions and without having to prove knowledge of the Russian language, history, and basic law. The decree identifies several categories of potential applicants, including people with achievements in science and technology, manufacturing, sports, creative industries, culture, humanities, education, business, and entrepreneurship.
The programme gives recognised applicants a degree of employment flexibility, allowing them to work without separate work authorisation while their residence application is being processed. Family members can also benefit from the programme, seeking temporary or permanent residence routes with simplified procedures.
