Salesforce is making a significant shift in its architecture at Dreamforce 2026, placing governance as the core infrastructure. The company's agent economy, which has reached $1.5 billion in annual recurring revenue, is built around this new principle. This marks a departure from treating governance as an add-on compliance layer.

The change is reflected in Salesforce's Headless 360 platform, which exposes the entire surface as APIs and CLI commands. The company's partnership with Anthropic, Claudeforce, brings Claude's reasoning into the Salesforce Trust Boundary via Amazon Bedrock. Agents act under authenticated user permissions, with 37 prebuilt co-engineered sales skills.

MuleSoft Agent Fabric provides the orchestration and observability layer, while IBM's watsonx Orchestrate focuses on agent workspaces, error handling, and memory control. The industry is currently solving for governance within platforms, but the next challenge is building interoperability between those models.
