Tariff Refunds Mostly Benefit Retailers' Bottom Lines

Many retailers have received tariff refunds from the US government in recent months. According to an analysis, the largest percentage of these refunds went directly into the companies' bottom lines.

Lowe's CEO Marvin Ellison stated that the company would not use its refund to cut prices, instead aiming to 'deliver strong profitability for our shareholders.' TJX, on the other hand, used a hybrid approach, with some of its $331 million in refunds going towards employee compensation and bonuses, while others went into the company's second-quarter fiscal 2027 pretax profit.

However, not all retailers have followed this path. Home Depot and Walmart said they would use their tariff refunds to cut prices, with Walmart adjusting over 11,000 individual items in the third quarter of this year. Target also announced that it would follow a similar strategy.

The impact on consumers may be minimal, as Jonathan Ernst from Case Western Reserve University pointed out: 'If you paid those tariffs last summer buying a swimming pool at Walmart, and now they lower the prices of that item or a different item that someone else then benefits from purchasing, you're not really getting that money back in that sense.'

For smaller retail businesses, the stakes are even higher. Sara Albrecht, chairman and CEO of the Liberty Justice Center, stated: 'They basically loaned all of their working capital to the government for the past year.' Even with refunds coming in, small businesses may never be fully made whole.
