The Algiers Accord, adopted in 2016, has become the cornerstone of modern oil market governance. By creating a unified supply-management model for OPEC and major non-OPEC producers like Russia, it replaced fragmented output decisions with joint monitoring mechanisms.
This coalition established the Joint Ministerial Monitoring Committee (JMMC) to balance supply and demand, absorb inventory gluts, and cushion global benchmarks against market shocks. The 2020 demand crash was a notable example of this strategy in action.
Today, Algeria remains central to this strategy, operating within the core group of seven producers executing voluntary output adjustments alongside Saudi Arabia and Russia.
