On May 15, 2026, Alberta Premier Danielle Smith and Prime Minister Mark Carney signed an MOU Implementation Agreement that outlines commitments and a timeline for approval of a crude oil pipeline to the West Coast.

The agreement marks significant progress but has several loose ends and concerns. Various parties must still conclude agreements on significant topics before the MOU can be considered implemented.

Michael Binnion, President of Questerre Energy Corporation, says the agreement is 'a meaningful step toward restoring confidence in Canadian energy infrastructure.'
