Canada fast-tracks Pacific oil pipeline to reduce US reliance

Canadian Prime Minister Mark Carney has fast-tracked the Pacific Link oil pipeline, a project capable of transporting one million barrels of oil daily to the Pacific coast. This move aims to reduce Canada’s reliance on the United States and strengthen ties with Alberta, where separatist sentiment is growing ahead of an upcoming vote on leaving Canada. Carney designated the pipeline as a project of national interest, aligning with legislation designed to expedite major infrastructure developments.

Alberta Premier Danielle Smith, who supports keeping the province within Canada, joined Carney in announcing the project. While she acknowledges that recent polls show only 22% support for separation, she emphasized the importance of cooperative federalism. Carney echoed this sentiment, stating that the pipeline demonstrates how Canada can achieve significant goals together. However, Ian Brodie, a political science professor, noted that the delayed fast-tracking of the project highlights Alberta’s dependence on federal support for its energy sector.

The pipeline is expected to cost between $25 billion and $31 billion, with federal and Alberta governments contributing roughly $2.8 billion. The project still requires final approval, and private investor Pembina Pipeline Corp. has yet to commit its share. An open season next spring will determine how much capacity producers are willing to contract. The government also acknowledged opposition from Indigenous communities and environmental groups, citing concerns over the route, environmental impact, and treaty rights.

Carney stated that the pipeline would reduce Canada’s reliance on U.S.-bound oil infrastructure, which currently stands at 90% of Alberta’s oil exports. The project is projected to begin operating in 2032 or 2033, pending final regulatory conditions expected by September 2027. While the government claims the pipeline will generate significant revenue for Canadian taxpayers, specifics on the financial contribution remain undisclosed.
