Chevron's Angola Discovery Masks Bigger Oil Problem for Luanda
Angola's oil production has been declining for nearly two decades since its peak in 2008. The country's major offshore fields have matured, and output has fallen sharply. Chevron's recent discovery in Angola's Block 0 is welcome news, but it won't reverse the long-term decline.
The Lourenço government still regards oil as essential to the country's economic future, with President João Lourenço stating that Angola's oil industry remains a key element of the nation's economy and future development. However, relying on discoveries may delay the economic diversification needed as production declines.
Angola has already been aiming to offset losses by attracting new investment and bringing additional projects into operation. The regime issued Presidential Decree 8/24 on Oil & Gas Incremental Production, providing tax incentives to boost investment in mature offshore fields. Even though modern technologies could restore oil production to some degree, they cannot increase the finite amount of oil reserves.
