Cobre Panamá Restart Hinges on Panama Government Decision
First Quantum Minerals Ltd., a member of the S&P/TSX 60 index, is closely watched by investors due to its significant copper production and sensitivity to both copper prices and Panamanian politics. The company's Cobre Panamá mine in Panama has been idle since late 2023 after the country's Supreme Court ruled First Quantum's mining contract unconstitutional.
The company recently began processing stockpiled ore at the site, with an independent environmental audit reporting broad compliance. However, the Panamanian government is still weighing what comes next, with local media reporting that a final decision on the mine's future will be pushed towards late 2026 while reviewing the audit and arbitration risks.
First Quantum's production has leaned heavily on its Zambian operations, with mines Kansanshi and Sentinel contributing significantly to copper output. The company produced 100,487 tonnes of copper in the second quarter of 2026, with Cobre Panamá adding only 3,216 tonnes from stockpile processing.
The outcome for First Quantum matters greatly, as the company carries over US$5 billion of net debt. A full restart at Cobre Panamá would be a significant boost to production and potentially help reduce debt, but any agreement with Panama may involve tougher fiscal terms.
