Energy Superpower Canada: Pipeline Capacity Key to Growth

Canada's potential as an energy superpower is taking shape, according to Imperial Oil Limited's President and CEO John Whelan. Speaking at the Calgary Chamber of Commerce, he highlighted the company's plans to double its gross operated upstream production over time with a supportive fiscal and regulatory framework.

Imperial has identified three new thermal oilsands projects - Aspen, Clarke Creek, and Corner - in northern Alberta that could add up to 150,000 barrels of daily production each. Whelan sees Aspen as the first step towards development, but emphasized the flexibility in pacing further developments at Corner and Clark Creek.

However, growth requires more pipeline capacity, and companies are hesitant to commit until investment certainty is provided. Enbridge has put Phase 2 of its Mainline system optimization project on hold due to uncertainty around producer commitments. Pembina CEO Scott Burrows remains optimistic that volumes will be sufficient for the West Coast pipeline consortium.

Regulatory approval with conditions, competitive cost estimates, and a certain level of volumes are needed before investment can proceed in these projects. While there is still work to be done, industry leaders are cautiously optimistic about Canada's energy future.
