Kazakhstan's Kondensat Refinery Set to Process Russian Oil Under New Agreement
Kazakhstan's Kondensat oil refinery will begin processing Russian oil as part of an agreement between the two countries, according to Kazakh Energy Minister Yerlan Akkenzhenov.
The refinery, located in the West Kazakhstan region, will export 70% of its output to Russia and retain 30% for domestic use. Akkenzhenov noted that the owner of the facility is not on any sanctions lists, so it should be unaffected by Western sanctions.
To transport the refined oil, rail delivery will be used since there are no pipelines connecting the facility to Kazakhstan's or Russia's pipeline systems.
Akkenzhenov also mentioned that his country's oil production plan for 2026 has been adjusted from 98 million tons to 96 million tons due to production losses resulting from attacks on the Caspian Pipeline Consortium.
