Moldova to Purchase Natural Gas in Stages to Mitigate Price Risks
Sergiu Tofilat, an energy analyst, has proposed that Moldova purchase natural gas in stages to reduce the risk of high prices. According to Tofilat, this approach would involve buying gas based on a monthly or quarterly schedule and permanently monitoring the procurement process by state institutions.
Tofilat's proposal is in response to discussions about increasing the gas tariff in Moldova. He believes that spreading purchases over several months would help mitigate the risk of late or higher-priced gas purchases, citing the difficulty of predicting price fluctuations on European stock exchanges.
He also recommends that gas purchased by transmission and distribution operators for technological consumption be bought only through authorized trading platforms with the participation of multiple bidders. This would ensure sufficient competition and prevent unnecessary costs that are later reflected in consumer tariffs.
