Nigeria’s Gas Infrastructure Fund Drives N1.6 Trillion Investments
The Midstream and Downstream Gas Infrastructure Fund (MDGIF) has driven approximately N1.6 trillion in investments into Nigeria’s gas infrastructure sector. The fund, established under the Petroleum Industry Act (PIA) 2021 and managed by the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), supports projects aimed at boosting domestic gas supply, enhancing energy access, and strengthening industrial capabilities.
MDGIF has approved N671 billion in funding across its portfolio, which includes 31 projects encompassing 205 infrastructure assets. Of these, 127 projects have commenced, while 10 have been commissioned, with nine stations already in commercial operation. The portfolio spans gas processing plants, pipelines, compressed natural gas (CNG) stations, liquefied natural gas facilities, and liquefied petroleum gas storage infrastructure.
Key projects include 160 CNG daughter stations, 20 CNG/liquefied compressed natural gas mother stations, 13 depots and renewable natural gas facilities, and 12 gas processing plants. The fund is set to add 25.2 percent of the national domestic gas supply baseline to the country’s system. Additionally, MDGIF is developing a $500 million financing framework, collaborating with the Nigeria Sovereign Investment Authority and InfraCredit to attract long-term capital.
Unlike traditional grants or loans, MDGIF operates through minority catalytic equity investments, sharing risk and crowding in private and institutional finance. Funding sources include a 0.5 percent levy on wholesale gas and petroleum prices, gas flare penalties, and recycled investment income. The fund’s investment horizon ranges from 18 months to five years, with projects such as the Equipment Leasing Joint Venture and Topline’s indigenous mini-LNG plant showcasing its impact.
