Iran has stated that allowing vessels to transit the strait would be part of a phased arrangement in exchange for the U.S. lifting economic sanctions.
The negotiations are taking place on the sidelines of the United Nations General Assembly, and while some progress is being made, obstacles still remain. The Houthi rebels' ongoing attacks on Saudi oil facilities underscore the continued complexity of the situation.
